Executive Officer at Banana Trust
The Trust for the Banana Industry of St. Lucia invites applications from suitably qualified candidates for the appointment, on a one year renewable contract basis, to the post of Trust Executive Officer. This is a management position and the person selected would be the Chief Executive Officer of the Trust, responsible for day to day management of its financial and administrative affairs. The responsibilities of the Trust Executive Officer will include, but not be limited to, the following: Financial duties: * The officer shall be required to administer Grant funds of the Trust according to the criteria laid down by the NAO or relevant donors and co-ordinate a related credit programme under the management of a Financial Institution(s) with this programme; * Appraise applications for Grant assistance for project financing, training, capacity building or other appropriate support services; * Presentation of programme appraisals and recommendations where appropriate, to relevant Advisory Committees of the Trust to facilitate efficient deliberations and processing of project agreements; * Recommend relevant criteria under which disbursements should be made according to project or programme type; * Monitor the activities and disbursements of credit programmes adminstered by Financial Institutions to ensure proper fulfillment of the Trust's obligations; * Administer the Trust's working budget and maintain proper accounts and records. Monitor the status of both grant and loan funds associated with the Trust; * Receive and evluate reports from the Financial Institution(s) administering loan programmes and present recommendations for necessary actions and/or policy adjustments; * Receive and collate appropriate reports from Financial Institutions. Administrative duties: * Ensure secretarial duties at all formal Trust meetings are maintained and recorded properly; * Co-ordinate and facilitate the efficient operation of all Trust programmes and support functions; * Provide executive follow-up actions on resolutions passed and decisions taken at meetings; * Carry out administration of Trust expense account; * Attend to correspondence and maintain proper files of meetings, correspondence and relevant documentation relating to the Trust; * Assist Trustees in the fulfillment of the Trust objectives and the promotion of the Trust and ensure correct procedures are complied with; * Ensure all Trustees are regularly appraised of all activities that are of concern to the Trust; * Develop a suitable office structure and associated annual budget. Following approval by the Board, recruit staff and establish the office. Qualifications: * The candidate will have at least 3 years experience in accountancy and bookkeeping or a related subject; * The candidate must have a good working knowledge of the banana industry which will enable the Officer to make accurate and informed assessments of market positions of the industry and current; * Experience with donor and government procedures would be advantageous; * The candidate must have no vested interest in the affairs of the Trust that may lead to conflicts of interest; * The Officer should be familiar with and have gained at least 3 years experience in credit administration.
