Windward Islands: Education Programme Manager
The United Kingdoms Department for International Development (DFID) has a significant education portfolio in the Caribbean, and is seeking to engage an Education Programme Manager (EPM) to support the development and management of the programme in the Windward Islands of Dominica, Grenada, St Lucia and St Vincent & the Grenadines. Over the last year DFID has supported governments in developing new strategic plans for education and has worked towards closer collaboration with both bilateral and multilateral donors. As existing projects are set to close DFID is engaging with donor partners in developing collaborative programmes in support of governments' strategic plans. In addition DFID is seeking to work on a more regional basis and to engage more closely with the Organisation of Eastern Caribbean States in co-ordinating educational reform efforts. The EPM will have responsibility for the preparation, supervision and monitoring of a new joint World Bank/DFID education project in Dominica and St Lucia. In addition she/he will be required to assist in the development of new initiatives in Grenada and St Vincent. The post will be based in Castries, St Lucia and will report to the Senior Education Adviser for the Caribbean, based in Bridgetown, Barbados. Qualifications and Experience To succeed you must consult widely and adopt an inclusive, partnership approach. Qualified to postgraduate level in education, economics, social science or development studies, you will bring significant experience of education in a development context. You must also have a track record in project design or management within developing countries. A good team worker, you can balance priorities and demands - bringing sound negotiation, interpersonal and communication skills. You must also work well under pressure, and be able to coach and support team members. Terms of Appointment The post is for a fixed term of three years (which includes a 6 month probationary period) on contract to the British Government in service to the Governments of the Windward Islands. Establishment of an MIS for Ministry

The Secretariat is located in London.
Secretary General Reporting to the Executive Committee of the Association, the Secretary-General heads a staff of 14 and is primarily responsible for the overall promotion of the Association's activities. The Secretary-General is the chief executive officer of the Association and, in that capacity, administers its affairs and manages the staff of its Secretariat. He/she will be a person who has demonstrated leadership qualities and will have an extensive knowledge of Commonwealth and parliamentary affairs. The appointment will be for a five-year contract period from 1 January 2002. The salary will be commensurate with qualifications and experience and will not be less than £70,000 p.a.
