Operations Manager at SLSWMA
St. Lucia Solid Waste Management Authority requires an Operations Manager. General accountability: The Operations Manager reports to the General Manager and is primarily responsible for developing sound operational plan and procedures pertaining to solid and hazardous waste management and ensuring that they are effectively implemented. This includes works that are contracted out by the Authority, as well as work executed directly by employees of the Authority. The incumbent is responsible for ensuring the maintenance of plant and equipment belonging to the Authority. The incumbent is also responsible for ensuring that public complaints are appropriately responded to on a timely basis, and for assisting with implementation of the Authority's public education and awareness programmes. The incumbent also assists with drawing up annual workplans and budgets of the Authority. Duties and responsibilities: * Collaborate with other Ministries and Agencies as required for the effective management, regulation, monitoring and treatment of waste; * Ensure that the operation of existing disposal sites, and of landfill sites to be constructed conforms with established international and local law, scientific principles and standards, and manage contracts as appropriate; * Manage facilities for collection and treatment of hazardous and ship-generated wastes, and for treatment of bio-medical waste facilities; * Manage contracts for waste collection, develop and supervise maintenance contracts for Authority-owned plant and equipment; * Develop materials recovery initiatives and manage these facilities at the landfill sites, and/or community-based initiatives; * Assist with public education programmes related to solid waste management in collaboration with the relevant agencies, as required; * Ensure that public complaints are addressed in an effective and timely fashion; * Assist in the preparation of annual operational work plan and budgets; * Supervise the work program of all staff assigned to the operations department; * Develop and manage safety and productivity guideline; * Maintain current database on all relevant systems for future planning purposes; * Assist in the evaluation of intermediate and long-term solid waste management systems; * Assist in research and development programmes on solid waste management systems; * Assist with preparation of Board paper and other technical and financial reports as required; * Any other related duties assigned by the General Manager. Conditions: The successful applicant will be required to own, maintain and operate a motor car to enable effective discharge of duties, in respect of which an allowance will be paid. Cable & Wireless is offering five scholarships to Caribbean nationals for a degree in Internetworking (Master of Engineering). The scholarships will cover ten months' full time tuition and accommodation at Dalhousie University in Halifax, Nova Scotia, Canada. The course of study commences September, 2001. Objectives of the M.Eng.: The M.Eng. presents a coherent set of topic modules, which create a comprehensive integrated programme enabling students to acquire a broad understanding of interdisciplinary knowledge with a practical application. Eligibility: Applications are invited from individuals who hold a bachelor's degree in computer Science, Computer Engineering, Electrical Engineering, Industrial Engineering, Physical Science or Mathematics with a strong networking focus.
